Who is Rick?

Rick spends an inordinate amount of time at airfields. He goes to a big one where he plays underneath big
aeroplanes and gets given money for doing so (presumably for not breaking them). Then he goes to a little
airfield where he spends all that money bothering the clouds in small aeroplanes with no engines.
